About Us

Permian Construction was founded by L. Scott Taylor: a construction veteran of 25 years with more than 100 projects and hundreds of millions in contract value, a CMaR specialist, and a 1988 graduate of The Citadel, where he was commissioned in Military Intelligence. We take on projects that meet three criteria: where, what and how.

Where

True to our name, we work only in the Permian Basin, with a focus on the Southeastern New Mexico towns of Artesia, Carlsbad, Roswell and Hobbs.

What

We do commercial construction only, with budgets from $50,000 to $5,000,000. Clients include private owners of shops, restaurants and offices; institutions like school districts, hospitals and the Federal Law Enforcement Training Center (FLETC); and entrepreneurs in industries such as oil exploration.

How

This is what sets us apart. Beyond our focus on region, project type and budget, we believe we are the Permian Basin firm that knows CMaR inside and out, and does it right.

With CMaR, we manage construction while you keep the freedom to choose your own architect, and we take responsibility for keeping the design on track and within budget.

Without a CMaR specialist, owners are left with two options. The first is to hire and manage architects through the end of design, without a general contractor at the table. Lacking real construction cost data, the architects have to work from assumptions, and the result is often a strong design that runs over budget. The second is to hire a firm with little CMaR experience, which can’t steer the design.

Either way costs money and time, and delays opening. Our CMaR experience lets us weigh cost, scope and schedule together. We know what your budget can realistically buy, and we give your architects the practical input they need to design to your budget and quality standards, so the job is done right the first time, on schedule and on budget.
